![]() This is meant to promote transparency and accountability in the facility and to inform the community of the process that are typically concealed. The civic space is also arranged in a way that allows for visual access to the water treatment process. By occupying the perimeter of the facility, my intervention seeks to reactivate and reclaim the riverfront for the community. These service cores can host a number of programs from bathrooms and kitchenettes, to meeting spaces. The structural form of the intervention relies on the existing walls of the facility and the space is activated by service cores that derive utilities from the water treatment equipment. My intervention takes place in the interstitial space between infrastructure and the public. Rather than rectifying the damage of the plant after the fact, I am exploring how infrastructural projects can become hybrid in nature and provide a civic public space that serves and gives back to the community from the beginning. As an act of damage control, in 1993 the city constructed a park on top of the treatment plant. The plant was shoehorned into west Harlem without the community’s informed consent. In my proposal I reimagine the plant from day one. Critical, Curatorial & Conceptual Practices SIE also assisted with the coordination of startup and testing of the new system as they pertained to the instrumentation and controls of the equipment. A pressure swing absorption gas treatment system was provided for particulate, moisture, hydrogen sulfide, and siloxane removal from the gas prior to being supplied to the engines. Digester gas systems were upgraded and included digester mixing system and digester temperature control improvements. The existing blower engines and associated blowers were replaced by new high-speed turbo blowers, which were installed in a new room adjacent to the engine room to provide space for the Cogeneration Engine Generator Sets and auxiliary equipment.Īdditionally, a sixth MSP was installed to provide reliable pumping capacity and the required redundancy during construction, as well as additional redundancy for main sewage pumping. The existing engine-driven Main Sewage Pumps (MSP) were fitted with electric motor drives, gearboxes, and associated equipment. New electrical infrastructure provided to accommodate the new electrical supply, cogeneration equipment, and electrification of the existing pumps. It had been recommended that the electrification of the WWTP and the installation of cogeneration facilities should be pursued in order to improve the operation and the reliability of the facility, reduce greenhouse gas emissions, and provide cost effective solutions over the existing engine driven pumps and blowers.Ĭon Edison was required to provide four (4) new, dedicated, branch leg feeders of sufficient capacity. It had a permitted capacity of 170 million gallons per day (MGD) of dry weather flow and 340 MGD of wet weather flow.
